一國之國會運作可謂民主進步的原動力，其運作之良善更有賴社會大眾有力之監督，非營利組織在社會脈動趨近更開放、更先進的同時，更應挺身而出，喚起民眾自發性的省思，進而集結成一股堅實的力量，跨越政黨對立的鴻溝和迷思，形成有效政策，實現公民社會的理念目標。
但是如果非營利組織在提倡進步議題時出現盲點，甚至抓不到倡議程序的重點，就會陷入「事倍功半」的窘境，很難期待行政官員或立法委員能夠支持，甚至願意挺身而出為政策執行或立法盡一份心力。
面對國會新局，在單一選區兩票制以及員額減半雙重體制改變下，第七屆立委既已產生，本研究希望探討非營利組織的立法倡議管理，為當前和未來的進步議題探索通往公共政策的坦途是否可能？

The Parliament is the primary force driving a country’s political reforms toward democracy. The success of the Parliament depends greatly upon powerful and consistent supervision by the general public. Non-profit organizations thus play an important role in awakening the awareness of the public to protect their own rights, and in promoting the formation of public policies, and in contributing the consolidation of a civil society.
Nevertheless, non-profit organizations sometimes are unable to achieve their goals because they do not know what issues are considered important in the parliament and because they are unfamiliar with the decision-making process in the Parliament. In the worst case, a NPO-support bill can hardly win support from government leaders or parliamentarians.
By examining and analyzing the current situation in the Legislative Yuan (the Parliament of Taiwan), this study will explore the role and strategies of NPOs in the process of legislation. In particular, this study will focus on how an NPO could successfully advocacy in the Legislative Yuan.
