本研究旨在探討新北市國民中學實施幸福晨飽計畫之情形。採文件分析法及半結構式訪談法，針對正在實施新北市幸福晨飽計畫之某所國民中學，訪談該計畫之承辦人員、符合領取幸福晨飽早餐券之弱勢學生及其導師、家長，蒐集教育現場第一手資料，探究研究對象對於計畫實施現況的感知、參與感受、實施困境及建議，並以教育公平正義論檢視新北市幸福晨飽計畫於個案學校之實施情形。最後提出建議，供教育主管機關與學校參考。

The purpose of this study is to analyze the Educational Breakfast Voucher Program implemented in New Taipei City. This study conducted document analysis and semi-structured interview to collect the firsthanded data from students, teachers and parents involved in this program. By exploring the philosophy of awareness, feelings, difficulties of this program, some suggestions would be provided to the government and faculty.
