臺灣現行食品安全衛生管理法引進風險管理制度時,採行了不同於歐盟原先設計之規定,而由中央主管機關同時執掌風險評估與風險管理之決策,以至於難有客觀、能受消費大眾普遍信賴之評估結果,其據以採行之風險管理措施備受質疑,儘管主管機關認真推行法律所未明定之風險溝通,亦未能令消費者釋疑。在民眾膳食習慣與對日本產品向來有特殊好感之事實下,日本核災區食品之解禁,必須由具可信賴性之單位,於考量含民眾膳食習慣等因素後所作成之風險評估為解禁依據。

Current Act Governing Food Safety and Sanitation adopted a risk management system authorizing the competent authority of central government to administer both risk assessment and risk management, which was different from its original mechanism in the EU regulations and which made the general public hardly believe the result was genuinely objective and greatly question the implemented measure of risk control. Unfortunately, consumers still felt suspicious of this system irrespective of the efforts made by the competent authority to carry out a risk communication, which was even not legally required. With our dietary habits as well as affection toward Japanese products, after lifting the import ban on foods from nuclear contaminated areas, we should choose a reliable institution to make the risk assessment with a consideration of our dietary habits.
