英文摘要：	Political Parties are integral to the free democratice constitution and shall participate in forming the people’s political will. These basic theories are interpreted in the comparative analysis with Germany and Taiwanese Law of political parties. The constitutional court shall rule on the question of unconstitutionality. The Germany Federal Constitutional Court has many cases on these questions.
