運動是一種社會生活，而傳統上面來說，國家其實都採取不介入的態度，而各種體育代表隊雖然稱之為國家代表隊，但實際上都是由各單項協會或者是奧會來選派。但這個領域還是有國家的角色，國民體育法就是讓政府可以介入體育活動的一個很重要法源依據。而由於體育團體長期功能不彰的問題導致了本次的修法。這次修法規定了大量國家去監督體育團體的規範，看似對體育團體的限制，但正面的來看待此次的修法，國民體育法增補了以前關於體育團體的薄弱條文，讓體育團體有更多的規範去適用。整體而言，這次的修法相較於過去，雖然對於單項運動協會看似增加了限制，但是同樣的也標示著，國家對於運動協會的義務。

Sport is related to personal life and as such the state has traditionally sought to avoid involvement. Moreover, although several sports teams are referred to as national teams, those teams are in fact selected and sent by various sporting associations or the National Olympic Committee. However, there is still a role for the state to play in this field and the national Sports Act is an important legal foundation on which the government can involve itself in sporting activities. Moreover, it is the long term poor performance of sports associations that has led to this revision. The current revision introduced a large number of standards for government supervision of sports organizations and although this appears to be a restriction on sports organizations, seen in a positive light the revision involves strengthening previously weak rules on sports organizations so that they have more operational norms to guide their actions. On the whole, if we compare this revision to earlier revisions although it appears to increase the restrictions imposed on sports associations at the same time this also signifies the government’s sense of duty vis a vis the operations of sports associations.
