聯合國下的國際勞工組織所訂立的漁撈工作公約（Work in Fishing Convention, 2007 (No. 188)）在經歷了十年漫長的批准書蒐集後，於二○一七年正式生效。公約最主要的目的是創立漁船勞工在漁船工作的最低工作標準，如以一來可以讓所有會員國依循並依照公約的規定訂立相關國內法，或是將公約國內法化，以保護並滿足漁船勞工的工作環境及工作條件。
本研究從臺灣漁船的真實勞動情形出發，發現漁船勞工在工作上的種種問題，再融入漁撈工作公約所創立的最低漁船工作標準，探討如何在國際勞工組織公約下創造優良臺灣漁船的漁工工作環境及條件，讓漁船勞工成為良好工作（Decent Work）。臺灣漁船上的漁工通常為東南亞國家的外籍漁工，在語言的隔閡下難以明瞭臺灣的相關勞動法規規定，並且在勞動契約的簽訂上任由船東予取予求，甚至剝削，更凸顯此問題研究的必要性。

Work in Fishing Convention, 2007 (No. 188), established by the International Labor Organization under the United Nations, came into effect in 2017 after a long 10-year ratification. The main purpose of the Convention is to establish the minimum standard of work for fishing vessel workers in fishing vessels, such as to allow all Member States to follow and establish relevant domestic laws in accordance with the provisions of the Convention, or to legalize the domestic legislation to protect and satisfy fishing vessel workers, including the working environment and working conditions.
Based on the real labor situation of Taiwanese fishing vessels, this study finds the problems of fishing vessel workers, integrates the minimum fishing vessel working standards created by work in fishing convention, and discusses how to create decent work for Taiwanese fishing vessels under the ILO Convention. The fishing workers on Taiwanese fishing vessel are usually foreign fishermen from Southeast Asian countries. It is difficult for them to understand the relevant labor laws and regulations in Taiwan under the linguistic barriers, and it is easy for the ship owners to even exploit them in the binding labor contract as an advantageous contract party, which highlights the need for research.
