As the saying goes: "The devil is always hidden in the slightest end of the incident". The crimes that organized crimes of the underworld nature are the most difficult to control, or the legal system is not perfect or not, or the circumvention ability of the investigative methods of search and ban. What really causes concern and is difficult to control and prevent is the problem of "people", or "peripheral cover structure". And when the intervention of the external cover structure power is above the legal norms, this type of crime becomes intricate and complicated, and it is beyond the normal rule of law thinking. This article is to discuss the development trend of crossstrait underworld organization crimes, the infiltration pattern of the outer cover structure and the criminal regulations, the current status of judicial practice prevention and the direction of future efforts.
