目前西、牙醫及護理職類各依「分科及甄審辦法」執行專科訓練，而中醫職類尚無法源規範。為拓展中醫師執業深度及廣度、培育專業人才，建立中醫專科醫師制度，以鼓勵中醫師接受完整臨床專業訓練，吸收醫學新知，發展持續性專業照護，並精進中醫臨床醫學能力及學術研究，促進中醫藥研究與中西醫整合，透過產官學平台、說明會、座談會、試辦訓練及醫學會評選，滾動檢討修訂規範及研擬配套措施，廣納中醫各界建議凝聚推動制度之共識。

In Taiwan, individuals seeking a career in Western medicine (WM), dentistry, and nursing receive training per the provisions in the “Diplomate Specialization and Examination Regulations”. No comparable statute, however, has been enacted for the field of traditional Chinese medicine (TCM). To expand the depth and breadth of practicing Chinese medical doctors (CMDs) and foster professionals in this field, a residency-training system must be established to encourage CMDs to receive clinical training, absorb knowledge, develop the ability in continuously providing professional care, and improve their clinical and research abilities. Moreover, promote the research of Chinese pharmacology and TCM and WM integration. Relevant regulations should be reviewed and revised on a rolling basis and supporting measures should be formulated through academia–government– industry platforms, seminars, forums, pilot training programs, and medical associations selection, there by pooling the views of members from various sectors of the TCM field and thus reaching consensus to establish a residency-training system for CMDs.
