In addition to the Renewable Energy Development Act and the Electricity Act, the legal system for the promotion of offshore wind power generation in Taiwan has always relied on various administrative orders formulated by the competent authority, the Bureau of Energy, the Ministry of Economic Affairs. However, the legality of the abovementioned issue has always been highly controversial. This article, in this regard, will analyze its suitability and the possible deficiencies of norms from the viewpoint of constitutional and administrative law.
